You might be right with that but I don't know how the system works nowadays and whether other clubs can poach local kids.
All I do know is that we have some promising players who will be emerging in the next two to three seasons - Oxford & Powell are two of them.

This is ridiculous. The chances are stacked against him. Never even got close to our team, aged 20. Hasn't scored much out on loan. Not even loaned to a decent team.

Some develop late.
Some develop early
Some don't make it
Some do Make it.
The club as a whole need a plan and a set up that meets the requirements.
The individuals also need s plan provided by the development law
